Liberia\u2019s Minister of Information, Jerolinmek Matthew Piah, broke the news to the public that former Vice President Jewel Howard-Taylor was being scrutinized as part of an ongoing investigation into the country\u2019s massive drug seizures.<\/span><\/span><\/p>\n

The announcement immediately set off political shockwaves in Monrovia, just as the Boakai administration faces growing pressure over its own handling of drug trafficking allegations within government circles.<\/span><\/span><\/p>\n

The probe centers on claims that diplomatic passports may have been facilitated for individuals reportedly linked to a drug cartel. But as details emerge, a parallel question is growing louder: Why has the government remained largely silent on separate allegations linking some of its own current officials to drug trafficking?<\/span><\/span><\/p>\n

The Allegation vs The Law<\/span><\/span><\/strong><\/p>\n

According to the Minister\u2019s briefing and subsequent reports, investigators are examining whether the former VP\u2019s office was involved in requesting or influencing the issuance of diplomatic passports between 2018 and 2024.<\/span><\/span><\/p>\n

The legal hurdle is clear. Under Liberian law, the Ministry of Foreign Affairs, not the Office of the Vice President, is responsible for issuing diplomatic passports.<\/span><\/span><\/p>\n

\u201cTo establish liability, investigators must produce a documentary trail. A memo, a letter, a directive. Without that, this is suspicion, not evidence,\u201d said Cllr. Tiawan Gongloe, a prominent Liberian lawyer and former Solicitor General.<\/span><\/span><\/p>\n

As of August 2026, no court indictment or public evidence dossier has been released directly linking Howard-Taylor to drug trafficking.<\/span><\/span><\/p>\n

The Timeline: 2024 Recall vs 2026 Seizures<\/span><\/span><\/strong><\/p>\n

The dates are critical to understanding the case.<\/span><\/span><\/p>\n

1.\u00a0 January 2024: President Joseph Boakai assumes office and orders the recall of all diplomatic, official, and service passports issued in the previous 6 years. He stated they were cancelled and would be re-issued where applicable.<\/span><\/span>
\n2.\u00a0 January 2024: Jewel Howard-Taylor leaves office after serving as VP under George Weah.<\/span><\/span>
\n3.\u00a0 2026: Liberia records its two largest cocaine busts in history \u2014 237.6kg intercepted at Roberts International Airport valued at approximately US$19.2 million, and nearly 4 metric tons seized in Duazon valued at approximately\u00a0<\/span><\/span>
\nUS$317 million.<\/span><\/span><\/p>\n

This creates a central question the public is asking: If cartel-linked individuals were traveling on diplomatic passports in 2026, who approved them after the 2024 recall?<\/span><\/span><\/p>\n

\u201cIf those documents were re-issued in 2025 or 2026, then the signature on that approval is what matters. That takes us into the current administration,\u201d noted a senior civil society advocate who asked not to be named.<\/span><\/span><\/p>\n

The Other Allegations: Silence on Current Officials<\/span><\/span><\/strong><\/p>\n

While the focus has been on the former VP, allegations have also surfaced linking some officials within the Boakai government to drug trafficking networks. Names have circulated on social media and in some local outlets, but the government has not held a press conference or launched a public investigation into those claims.<\/span><\/span><\/p>\n

That silence is fueling accusations of selective justice.<\/span><\/span><\/p>\n

\u201cThe Minister was quick to announce scrutiny of a former VP. But when questions are raised about people currently in power, the response is quiet,\u201d said a Monrovia-based journalist. \u201cThat double standard erodes public trust.\u201d<\/span><\/span><\/p>\n

Government officials have not denied the allegations against current appointees, nor have they confirmed any internal probe. The lack of clarity has allowed speculation to fill the gap.<\/span><\/span><\/p>\n

Accountability or 2029 Politics?<\/span><\/span><\/strong><\/p>\n

Howard-Taylor remains one of the most influential figures in the Coalition for Democratic Change and is widely discussed as a potential 2029 Vice\u00a0 presidential candidate with former President George Weah as a comeback team. Her political base in Bong County and national reach make her a key player.<\/span><\/span><\/p>\n

The Boakai administration came in on an anti-corruption mandate, promising to break with the past. Pursuing a former VP fits that narrative.<\/span><\/span><\/p>\n

But analysts warn the process must be even-handed.<\/span><\/span><\/p>\n

\u201cWest Africa has a history of using anti-drug and anti-corruption probes to weaken political rivals ahead of elections,\u201d said Dr. Ibrahim Al-bakri Nyei, a Liberian political analyst. \u201cIf this is only about 2018-2023 and ignores 2024-2026, then the public will read it as politics.\u201d<\/span><\/span><\/p>\n

The Bigger Crisis: A Failing Security Architecture<\/span><\/span><\/strong><\/p>\n

Beyond personalities, the $336 million in seizures points to systemic failure.<\/span><\/span><\/p>\n

How did nearly 4 metric tons move through or into Liberia undetected? What happened at RIA? What role did intelligence, LDEA, and border security play?<\/span><\/span><\/p>\n

\u201cDrugs on this scale require complicity, negligence, or both,\u201d a regional security expert told CAJ. \u201cYou cannot arrest your way out of this without reforming the institutions that allowed it.\u201d<\/span><\/span><\/p>\n

CAJ\u2019s Position: Evidence, Not Allegation<\/span><\/span><\/strong><\/p>\n

The Congress of African Journalists calls for:<\/span><\/span>
\n1.\u00a0 Full Disclosure: The government should publish what evidence it has, and what it does not.<\/span><\/span><\/p>\n

2.\u00a0 Equal Investigation: Probe former officials and current officials serving during the 2026 seizures with the same standard.<\/span><\/span><\/p>\n

3.\u00a0 Journalist Protection: Investigative reporters covering drug cartels in West Africa face threats. CAJ\u2019s global network stands ready to support and amplify their work.<\/span><\/span><\/p>\n

As of August 2026, there is no public, court-tested evidence proving Jewel Howard-Taylor\u2019s direct involvement in drug trafficking. What exists is an investigation announced by the Minister of Information and growing public debate.<\/span><\/span><\/p>\n

At the same time, allegations against current government officials remain unaddressed, creating a perception problem for the Boakai administration.<\/span><\/span><\/p>\n

The difference between justice and politics will be determined by one thing: documents. Who requested passports, who approved them after January 2024, and who in government is being held to the same standard today.<\/span><\/span><\/p>\n

Until those answers come, Liberia\u2019s $336M drug question will remain: Who really held the diplomatic passport in 2026?<\/span><\/span><\/p>\n
