Dharamshala, June 17, 2026 — The Tibet Policy Institute, operating under the Department of Information and International Relations, held a formal handover ceremony to mark the transition of leadership between incoming Executive Director Tenzin Lekshay and outgoing Executive Director Karma Choeying.
The ceremony was officially witnessed by Jigme Tsering, representing the Kashag Secretariat’s Documents Classification and Interim Placement Section. During the proceedings, outgoing Director Karma Choeying formally transferred the institute’s records, documents, and inventory to Tenzin Lekshay, while extending his congratulations and best wishes for a successful tenure.
Following the handover, staff members of the institute offered traditional ceremonial scarves to both officials as a gesture of appreciation and respect.
Tenzin Lekshay, a veteran CTA official with more than two decades of service, was recently promoted to the rank of Secretary and appointed Executive Director of the Tibet Policy Institute. He previously served as Additional Secretary for International Relations and as the official spokesperson of the Central Tibetan Administration.
The leadership transition comes as the Tibet Policy Institute continues its role as the Central Tibetan Administration’s leading policy research and strategic think tank, providing analysis and recommendations on issues related to Tibet, international relations, and public policy.
