Dharamshala, May 31, 2026 — In a landmark moment for Tibetan democracy, Dolma Tsering Teykhang has been elected Speaker of the 18th Tibetan Parliament-in-Exile. Her election marks a historic milestone as she becomes the first woman ever to hold the position of Speaker in the history of the Tibetan Parliament.
Dolma Tsering previously served as Deputy Speaker of the 17th Tibetan Parliament-in-Exile and has been an active figure in Tibetan public life for many years. Before entering parliamentary leadership, she worked extensively in education and community service, earning recognition for her contributions to the Tibetan exile community.
The election took place as the newly constituted 18th Tibetan Parliament began its term following the 2026 Tibetan general elections, which brought 45 representatives from Tibetan communities worldwide into the legislative body. The new parliament reflects broad participation from Tibetans living in India and across the global diaspora.
Her elevation to the Speaker’s chair is being viewed as a significant step forward for women’s representation in Tibetan politics and democratic institutions. Supporters say the achievement demonstrates the continuing evolution of the Central Tibetan Administration’s democratic system and the growing role of women in leadership positions.
The 18th Tibetan Parliament will play a central role in shaping policy, representing Tibetans in exile, and working alongside the administration led by Penpa Tsering, who was recently sworn in for a second term as Sikyong (President) of the Central Tibetan Administration.
